Your local website can host up to two featured promotions at one time. If you're creating a new campaign and find that the "Featured Promo" button is greyed out, this means that you've already reached the two promo limit.
If only one campaign shows as featured on your website, check the end date of your promotions. Chances are the end date has passed, so the special no longer shows up on your website, but the "featured promo" box is still checked. Unchecking this will allow you to feature your new campaign.
